RECEIVED AND FILED FROM THE OFFICE OF STRATEGIC PLANNING NO.810 NIAGARA GATEWAY APARTMENTS PILOT-885 NIAGARA STREET Your Honorable Body is hereby requested to approve a payment in lieu of tax(PILOT)agreement between the City of Buffalo,the County of Erie,and Niagara Gateway Apartments PILOT Project The Niagara Gateway Apartments project,located at 885 Niagara Street in the City of Buffalo,County of Erie,is an adaptive reuse of a long vacant, historically significant building originally constructed in the early 1900's.The project will consist of substantial rehabilitation of the existing building in conformance with standards for historic preservation. Upon completion,the building will contain thirty nine(39)one bedroom and fourteen(14)two bedroom units. In addition,there will be approximately 1,400 square feet of commercial space that will be available for retail and or provision of services; this space will be master leased by Regan Development Corporation.The building will also contain a large community room with small kitchen,on-site laundry facilities,a playground with additional green space and off-street parking.The project is on a major bus route and easily accessible to a number of services and retail shops;it is located in an area designated by the Western New York Regional Economic Development Council as eligible for funding under the Transit Oriented Development program. All of the units(100%)will be affordable for households with incomes at or below 50%of area median income. Eight(8)of the units will be designated for homeless households who are refugees.The International Institute of Buffalo will provide referrals as well as supportive services to these special needs residents. The amount of the PILOT payments were calculated based upon the City's PILOT policy that provides for payments in the amount of three percent(3%)of the total income assuming a five percent(5%)vacancy. PASSED AYES-9 NOES-0 NO.811 REPORT OF SALE 34 PULASKI(LOV) One Family Dwelling 309 N.CLINTON Lot Size:30'x 86'Assessed Value:$50,000(Lovejoy District) The Office of Strategic Planning, Division of Real Estate has received a request from Bogusia Carroll,an employee of the City of Buffalo,Office of Strategic Planning, Division of Real Estate and residing at 195 Holly Street, Buffalo, New York 14206 to purchase 34 Pulaski Street.Ms.Carroll would like to purchase the property to rehab for her son,who has recently relocated back to Buffalo.Ms.Carroll has estimated the cost of the renovations to be Eight Thousand Two Hundred and Fifty Dollars($8,250).The renovation proposal has been reviewed by the Division of Real Estate and Ms.Carroll has provided proof of financial ability to complete the purchase and repairs to the property. The Office of Strategic Planning Land Use Planning Committee, Division of Permit and Inspection Services and the Division of Collections have no objections to the sale of this property and no conflicts of interest have been determined.
