on the Board of Trustees of the Buffalo and Erie County Public Library Board.

Mr.Sheldon Berlow is an associate broker at the Pyramid Brokerage Company of Buffalo Inc. He was an active 1s`Lieutenant in the US Air Force.

Board,the Park School of Buffalo Board, Buffalo State College Foundation,Arts Advisory Council,The New Tralfamadore Jazz Institute, University at

NIAGARA GATEWAY APARTMENTS PILOT-885 NIAGARA STREET
Your Honorable Body is hereby requested to approve a payment in lieu of tax(PILOT)agreement between the City of Buffalo,the County of Erie,and
Niagara Gateway Apartments PILOT Project
The Niagara Gateway Apartments project,located at 885 Niagara Street in the City of Buffalo,County of Erie,is an adaptive reuse of a long vacant,
historically significant building originally constructed in the early 1900's.The project will consist of substantial rehabilitation of the existing building in
conformance with standards for historic preservation. Upon completion,the building will contain thirty nine(39)one bedroom and fourteen(14)two
bedroom units. In addition,there will be approximately 1,400 square feet of commercial space that will be available for retail and or provision of services;
this space will be master leased by Regan Development Corporation.The building will also contain a large community room with small kitchen,on-site
laundry facilities,a playground with additional green space and off-street parking.The project is on a major bus route and easily accessible to a number of
services and retail shops;it is located in an area designated by the Western New York Regional Economic Development Council as eligible for funding
under the Transit Oriented Development program.
All of the units(100%)will be affordable for households with incomes at or below 50%of area median income. Eight(8)of the units will be designated for
homeless households who are refugees.The International Institute of Buffalo will provide referrals as well as supportive services to these special needs
residents.
The amount of the PILOT payments were calculated based upon the City's PILOT policy that provides for payments in the amount of three percent(3%)of
the total income assuming a five percent(5%)vacancy. Payments will increase by three percent(3%)per year for the duration of the 15-year PILOT

to purchase the property to rehab for her son,who has recently relocated back to Buffalo.Ms.Carroll has estimated the cost of the renovations to be Eight
Thousand Two Hundred and Fifty Dollars($8,250).The renovation proposal has been reviewed by the Division of Real Estate and Ms.Carroll has

On August 28,2015,a Request for Proposal(RFP)was issued from and in coordination with MIS for a Legislative Management Software as a Solution
(SaaS)solution. Proposals would streamline the processes of the various divisions of The Common Council while promoting efficiency and increased
government transparency according to the directives of the Council President.
In October 2015,an ad hoc committee of commissioners and staff from the City Clerk,Council Staff,and MIS offices reviewed submissions and found
Accela, Inc.(Accela)to have submitted a proposal most valuable to The City in accordance with the project parameters set in the RFP.
Your Honorable Body authorized the City Clerk to enter an agreement with Accela to provide a Legislative Management System Service at an amount
estimated not to exceed$2040.00 per month. In negotiations with Accela and from discussing optional modules presented in their RFP proposal,The City
elected to add the additional service of"Digital Boardroom,"which brought the initial estimated$2040.00 per month to$2997.60 per month.This
communication seeks to clarify that the starting price charged for monthly services with Accela will be exactly$2,997.6o. Pursuant to section 3 of the

Final Task Force Recommendations for Common Council Consideration
1.The task force sees a need for a body to maintain continuous awareness of Sex Offender Notification and Awareness.To this end we propose the
Common Council establish an Ongoing Sex Abuse Awareness task force.
2.The Task Force proposes that the Buffalo Common Council Designate the 2nd week in April every
year as Sex Abuse Awareness Week in Buffalo.
3.The Task Force recommends the Council Resolves that Buffalo Police Department will provide annually provide a PDF copy of the Sex Offender
Notification list for Buffalo and Buffalo Schools to make Hard Copies that will placed in the Parent Room at All schools and other Various Community Sites.
4.The Task Force recommends that ACCESS POINTS be Identified in all 9 Councilmatic Districts for the purpose of having a location that people can
Access Online resources and Have printed Hard Copy of the Sex Offender notification list available.
5.The Task force proposes the BPD provide quarterly Crime Analysis Targeted Outreach(CATO)to the Task force and the Task force implement
strategies to Target Awareness where it is most needed.
6.The Task Force proposes Recording a Video the Sex Abuse awareness training and Post to Cities Website and Play periodically on Public Access
Television and Social Media outlets.
7.The Task force proposes the Council funds Public Service Announcements on Sex abuse Awareness and training workbooks for community leaders'
trainings.
8.The Task Force proposes Each Council Member will in conjunction with the Task Force Sponsor a Sex Abuse Awareness Event Annually in their

Whereas The property located at 2008 Genesee St. in the Lovejoy District of the City of Buffalo is a commercial property on a busy mixed-use business
strip that currently sits vacant,unused,and visibly unmaintained;and
Whereas This building formerly existed as an HSBC Bank Branch,before it was closed and donated to the local organization Buffalo ReUse in 2011;and
Whereas According to the records of the City of Buffalo Department of Assessment and Taxation Buffalo ReUse, Inc of 296
Despite efforts by local community groups, block clubs,and Lovejoy District office staff to clean UP the property on multiple occasions,chronic neglect by
the owners of the property cause it to revert back to dirty and unkempt conditions;and
Buffalo ReUse's vision statement, taken directly from www.buffaloreuse.org, states "The Buffalo ReUse Vision is of a thriving green community where
people,materials and the environment have value and purpose";and
The chronic neglect and underutilization of 2008 Genesee St.and the resulting negative impacts upon Genesee St.and the Schiller Park community seem
to be in direct conflict with Buffalo ReUse's vision and mission for the communities of the City of Buffalo.
