Every year we issue our audited financial statements in a large document known as the Comprehensive Annual Financial Report(CAFR).Without an accounting or financial background,it can be daunting for the average citizen to interpret the vast amounts of data in that report.So we took the most important information and presented it in a clear,concise way in the PAFR. In addition to financial data,the PAFR contains information on the city's demographics,economic development,business climate,education system, and cultural attractions. This is the City's third PAFR.The previous two PAFRs each received the Award for Outstanding Achievement in Popular Annual Financial Reporting from the Government Finance Officers Association(GFOA)of the United States and Canada.We have submitted this year's PAFR to the GFOA for consideration for the same award. REFERRED TO THE CONMITTEE ON FINANCE, FROM THE COMMISSIONER OF PUBLIC WORKS,PARKS AND STREETS NO.72 PERMISSION TO AMEND RATES ERIE BASIN MARINA SLIP RENTAL The Department of Public Works, Parks and Streets respectfully submits the following rate schedule for seasonal slip rental at the Erie Basin Marina for consideration by Your Honorable Body. The rate schedule as proposed represents a reduction in the existing rental rates and change in the method of charging to rental "by slip size". The current method of charging in the existing schedule is "by boat size." Last, this Department would like for the proposed Ordinance to read that "The rates specified are the maximum rates that maybe charged for the respective year. The Marina Operator may propose lower rates to the Commissioner of Public Works, Parks and Streets for his consideration. The linear foot charge for overage shall be proposed by the marina operator and approved by the Commissioner of Public Works, Parks and Streets. The full approval would require an Ordinance Amendment to the existing rate schedule that was approved through the 2018 boating season. The Department of Public Works, Parks and Streets would work with Corporation Counsel to develop an Ordinance Amendment provided that this proposal meets Your approval. REFERERRED TO THE COMMITTEE ON FINANCE NO.73 PERMISSION FOR CITY OF BUFFALO TO ACCEPT AWARD OF NEW YORK POWER AUTHORITY GRANT FOR BENEFICIAL USE OF DREDGED MATERIAL IN UNITY ISLAND PARK Permission is hereby requested for the City of Buffalo to accept New York Power Authority grant award from the Niagara Relicensing Ecological Standing Committee to be used as the matching funds for Section 204 Buffalo River Beneficial Use of Dredged Material for Ecosystem Restoration Project jointly sponsored by the City of Buffalo and the U.S.Army Corps of Engineers(USACE)to take place in Unity Island Park. Total grant award is$1,037,907 to be paid in installments as per project schedule.This funding is adequate to cover the non-federal matching requirement for the project with USACE. Thank you for your consideration. PASSED AYES-9 NOES-0 NO.74 PERMISSION TO ENTER INTO AGREEMENT FOR CITY-WIDE OUTDOOR LIGHTING STUDY TANKO LIGHTING CITY-WIDE Requests for Proposals were issued on November 25, 2015 for the City-wide Outdoor Lighting Study and this department received six responses on December 3.8, 203.4.All responses were reviewed by the proposal evaluation team and judged on their responsiveness to the RFP.The top four firms were called in for interviews to further expand upon and clarify their written proposal. The recommended respondent for the subject project is Tanko Lighting. I hereby certify that Tanko Lighting's, provided the best value proposal in accordance with the request for proposal scope of services and specifications. I hereby respectfully request that Your Honorable Body grant permission to the Commissioner of the Department of Public Works, Parks&Streets to enter into a contract not the exceed$250,000 with Tanko Lighting. The scope of the City-wide outdoor lighting study is to verify the inventory of City-owned outdoor lighting assets (street light poles, lights on buildings/monuments/parks,etc.)and perform a financial and legal analysis to determine the best path forward for the system. Possible outcomes could include City takeover of the street light system from National Grid,maintenance of existing relationship with National Grid with full scale LED conversion, some combination of the two previous options or an alternative that has yet to be considered•All viable options will be considered so that the system can be maximized to provide the best service to residents at the lowest cost. PASSED AYES-9 NOES-0 NO.75 PERMISSION TO ENTER INTO AGREEMENTS WITH FHWA,FTA,NYSDOT,DASNY,NFTA,[: ESD,BSA,BUFFALO WATER BOARD, BUFFALO PLACE,AND/OR GBNRTC FOR THE DESIGN,ADMINISTRATION, INSPECTION AND CONSTRUCTION OF THE CARS ON MAIN STREET-LOWER MAIN PROJECT EXCHANGE TO PERRY STS. ELLICOTT DISTRICT CITY OF BUFFALO,COUNTY OF ERIE The Federal Highway Administration (FHWA)has designated$18.00M for the design,administration, inspection and construction of the Cars on Main Street- Lower Main Project. The Federal funding for this project was obtained through the"TIGER" (Transportation Investment Generating Economic Recovery) Discretionary Grants Program.The project has been listed on the New York State Regional Transportation Improvement Program(TIP)with PIN#5761.21. The City will be matching the TIGER grant with$4.5M of DASNY funds that have been allocated to the City. In order to move this project forward, this Department is requesting that Your Honorable Body authorize the Mayor and/or this Department to enter into all necessary agreements with the FHWA, FTA, NYSDOT, DASNY, NFTA, ESD, BSA, Buffalo Water Board, Buffalo Place and/or GBNRTC. Now THEREFORE BE IT RESOLVED BY THE PLANNING BOARD,pursuant to City Code§511-137 et seq.and New York General City Law§27-a,as follows: 1.The Applicants are seeking Site Plan approval to construct the Canterbury Woods Continuing Care Retirement Community,operated by Episcopal Church Home&Affiliates.Canterbury Woods will cater to seniors who currently live in Buffalo and wish to remain in an attractive, upscale urban environment.A private-drive extension of Lancaster Avenue between Delaware Avenue and Linwood Avenue will improve vehicle traffic circulation,but the entire development is intended to be walkable,and the design will incorporate pedestrian-oriented features such as a great lawn and ample sidewalk space throughout. 2.The Project includes the following key elements: a. Replacement of several former hospital-affiliated buildings at the Site with a new pedestrian-friendly,retirement care center; b. Under-building parking,in addition to parking facilities on the east side of the building which will not be visible from Delaware Avenue or Lafayette Avenue;and c.The proposed lot created for Canterbury Woods at Gates Circle includes a significant public right-of-way associated with Gates Circle and, as indicated in the GEIS for the Gates Circle Redevelopment Project,there will be other areas on the overall 3 Gates Circle Site that may contain public space. 3.The Planning Board has made the following determinations pursuant to City Code§511-137 et seq.and New York General City Law§27-a with respect to the Applicants'request for Site Plan approval for the Project: a.The Site Plan properly shows the arrangement,layout and design of the proposed use of the land on said plan,affording the Planning Board the ability to thoroughly review the plan in detail; b.The Planning Board has reviewed and considered the myriad of architectural designs that are along Delaware Avenue and Gates Circle and has considered the aesthetics,parking,means of access,landscaping,and architectural features of the building pursuant to City Code§ 511-137 et seq.and New York General City Law§27-a and determined that the overall design of the Project will aid in preserving and enhancing the quality of the existing neighborhood and environment both functionally and aesthetically; c.The Project will comply with the New York State Uniform Fire Prevention and Building Code; d.The Project is consistent with the Gates Circle Redevelopment GEIS and November 16,2015 Findings Statement; e.The Project will not have adverse effects on adjoining uses and services provided by the City; f.The proposed design for the Project is aesthetically appropriate and will provide an upscale senior-residential offering to meet growing needs in the neighborhood and the City; g.The design of entrances and traffic circulation surrounding the Project will minimize the potential adverse impacts to traffic flows in the vicinity of the Project Site; h.The Project will add sufficient parking to serve the Site and to comply with the parking requirements set forth at Code§511-96,and adequate snow storage will be provided on-site; i.The Project incorporates adequate ingress,egress and disabled accessibility for pedestrians; j.The Project will incorporate stormwater retention measures to comply with the standards set forth in the Buffalo Sewer Authority's Stormwater Management Plan; k.The Project incorporates adequate and appropriate landscaping that satisfies City requirements for the Site; I.The Project provides adequate fire lanes and emergency access; m.The Project is not anticipated to result in any ponding,flooding and/or erosion;and n.The Project and the Site Plan will meet recognized needs in the Site's area and will be a positive addition that is compatible with the surrounding uses,structures and buildings. 4.This resolution shall be effective immediately. ADOPT RESOLVES REFER THE REMAINDER TO THE COMMITTEE ON COMMUNITY DEVELOPMENT AND THE COMMISSIONER OF ECONOMIC DEVELOPMENT PERMITS AND INSPECTIONS NO.158 BY: MR.FRANCZYK PICK SITE FOR BUFFALO HERITAGE CAROUSEL WHEREAS: Buffalo Heritage Carousel, Inc.,has long advocated for a solar-powered carousel for the Buffalo waterfront to be enjoyed by all;and, WHEREAS:That dream seems to be coming closer to fruition as the group has identified an historic North Tonawanda built early 20`h century wooden menagerie carousel for the above stated purpose;and, WHEREAS: New York State Assemblyman Sean Ryan has secured$600,000 for the carousel's renovation and the Wendt Foundation has pledged$250,000 for carousel acquisition if the carousel in located at Canalside near the Explore and More Children's Museum; and, WHEREAS:The Buffalo Heritage Solar Powered Carousel would be a great asset to Buffalo's burgeoning waterfront,meriting community-wide support;and, WHEREAS: Due to a deadline to finalize the carousel purchase agreement,it is imperative that a specific site is determined for the carousel; NOW,THEREFORE BE IT RESOLVED: That the Common Council urges the Erie Canal Harbor Development Corporation(ECHDC),working with the city's department of Strategic Planning,to identify a site at Canalside for the Buffalo Heritage Carousel.
