POPULAR ANNUAL FINANCIAL REPORT
In an effort to share Buffalo's financial information in a user-friendly format, the Department of Audit and Control has issued the City's latest Popular
Annual Financial Report(PAFR)for the fiscal year ending June 30,2015,which is attached.
Every year we issue our audited financial statements in a large document known as the Comprehensive Annual Financial Report(CAFR).Without an
accounting or financial background,it can be daunting for the average citizen to interpret the vast amounts of data in that report. So we took the most
important information and presented it in a clear, concise way in the PAFR.
In addition to financial data, the PAFR contains information on the city's demographics, economic development, business climate, education system,
and cultural attractions.
This is the City's third PAFR.The previous two PAFRs each received the Award for Outstanding Achievement in Popular Annual Financial Reporting
from the Government Finance Officers Association(GFOA)of the United States and Canada. We have submitted this year's PAFR to the GFOA for
consideration for the same award.
Additional hard copies are available in my City Hall office, Room 1225,or electronically at:www.city-buffalo,corn/comptroller
If any of your constituents would like hard copies mailed to their home, please contact my office at 851-5290.
REFERRED TO THE CONMITTEE ON FINANCE,
FROM THE COMMISSIONER OF PUBLIC WORKS,PARKS AND STREETS
NO.72
PERMISSION TO AMEND RATES
ERIE BASIN MARINA SLIP RENTAL
The Department of Public Works, Parks and Streets respectfully submits the following rate schedule for seasonal slip rental at the Erie Basin Marina for
consideration by Your Honorable Body. The rate schedule as proposed represents a reduction in the existing rental rates and change in the method of
charging to rental "by slip size". The current method of charging in the existing schedule is "by boat size." Last, this Department would like for the
proposed Ordinance to read that "The rates specified are the maximum rates that maybe charged for the respective year. The Marina Operator may
propose lower rates to the Commissioner of Public Works, Parks and Streets for his consideration. The proposal must include written justification for
lowering the rates based on the Operator's professional judgement."The proposed rental rate schedule is as follows:
2014 2015 2016 2017 2018 2019 2020
20"Slip Non-Resident 825-1,050 1,150-1,250 1,300-1,350 1,450
30'Slip Non-Resident 1,190-1,600 1,875-2,000 2,150-2,300 2,400
38'Slip Non-Resident 1,580-2,150 2,550-2,700 2,900-3,100 3,350
2014 2015 2016 2017 2018 2019 2020
20'Slip Resident 750-750 900-1,0001,100-1,150 1,225
30'Slip Resident 1,075-1,200 1,400-1,600 1,825-1,950 2,050
38'Slip Resident 1,450-1,700 1,950-2,250 2,450-2,625 2,850
Slip holders whose boats are larger than the slip size but can fit into a slip without obstructing vessel traffic will be charged a per linear foot charge for
the amount that their vessel is oversized. The linear foot charge for overage shall be proposed by the marina operator and approved by the
Commissioner of Public Works, Parks and Streets.
The full approval would require an Ordinance Amendment to the existing rate schedule that was approved through the 2018 boating season. The
Department of Public Works, Parks and Streets would work with Corporation Counsel to develop an Ordinance Amendment provided that this proposal
meets Your approval.

The unit prices for all respondents in attached for reference. The proposed award is as follows:
Ground Control Inc Proposed Award: Broadway Run and Clinton Run
Ground Control Inc. (GCI)presented the best value on these 2 runs. GCI is limited in its resources as it is run by its sole proprietor•The City DPW and

KD Professional Services Inc Proposed Award: Bailey Run, E. Delavan Run and Fillmore Run

P.BEAVERS-STREET LEVEL PARKING IN BUFFALO
01/15/2016
My name is Philip Beavers Jr and my company is Beavers Studio.
We are the Developers of the New Street Level Parking System Exclusively for Buffalo.
We have taken Finding and Paying for Street Level Parking in Buffalo and simplified it.
It is a completely New System that utilizes Smart Phone Technology,GPS and Low Maintenance Sire pie Signage and Space Numbering to
be able to charge for parking anywhere in the City Simply using theses conveniences and a New Network of Upgraded user friendly Real
Time Pay Stations.
These New Street level Pay Stations are Currency Flexible accepting Canadian.
The need for a New System that can accommodate the diverse influx of world travelers calling Buffalo a destination more and more with multi-
lingual capabilities was a prerequisite when I designed this system. This unit can also be equipped to dispense change additionally that will
lessen the frequency the terminals need to be emptied.
The System is connected city wide in Real Time.We designed the system to update directly to the Enforcement officers truck mounted
terminals to allow for immediate dispatch of Parking Enforcement officers. The system knows when a ticket needs to be written and where.
That Improves ticketing Revenues and saves on ware and tare and fuel costs for the enforcement officer's trucks. The current system of
Roving and physically checking parked cars in the city for Scofflaws is wasteful and needs an overhaul like switching to NATGAS trucks in
addition to this system.
We have designed a"Free"Smart Phone and Tablet App.across both Android and Apple platforms. This App.provides Real Time GP5
Location of Street Level Spots and allows you to"Book the Spot"as your GPS directs you exactly to it.The App. Provides Text Message
Notification 15rain before your parking term ends and it gives you the option auto Pay In advance or end your term. There is a.25cent per
hour convenience fee for using the App.This Funds the New Parking System.
The System via the App.has the ability to provide Real Time"Space Count"Information for all the Cities Parking Ramps if you are interested.
We Own www.ParkingBuffalo.com to build out as the Web Portal for the parking System
I would like to request the opportunity to present my Complete Concept for the New Buffalo Parking
System in person soon so that we can start to design and install this expandable system across the city.

A.GIACALONE-GREEN CODE AND MCCARLEY GARDENS
Dear Council President Pridgen,
I am glad that I had the opportunity to chat with you briefly yesterday evening prior to the meeting concerning Ciminelli's Waterfront Village
plans. I hope the exchange of comments and concerns that followed was instructive.
While my attendance at yesterdays event was on behalf of a group of Admiral's Walk unit owners, please know that my efforts, commentary
and critiques regarding the proposed Green Code have all been Pro bono-for the good of the citizens of the City of Buffalo. No one has paid
me a penny to address the proposed zoning and development ordinance.
Thank you for asking me to re-send the prior emails that I have forwarded to you the past several months regarding-specifically-the Green
Code and McCarley Gardens. For your convenience, I will insert below excerpts from two of my recent blog posts that touch on the topic,as
well as a short discussion of my concerns pertaining to the prevalent use of the"special use permit"mechanism.[For your convenience, I am
also attaching the information in a Word document.]
Please feel free to contact me by email or at 716-687-1902 for further clarification or with any questions or comments that you may have.
Respectfully,

G.OLMA-COUNTY RESPONSE TO ACCESSIBLE PLAYGROUNDS
Re:CCP Item#No 2308, November 8,2015
We have reviewed the above cited resolution of the Common Council. The Erie County Department of Parks, Recreation and Forestry has no
playground amenities in any of our locations within the City of Buffalo. Our parkland within the City consists of natural habitat parks, such as
Times Beach or waterfront access such as the Black Rock Canal Park.
There are no plans to add any playground equipment at this time. The Department does, however, support the inclusion of recreational
opportunities for people with disabilities.
Thank you,
