A coal room on the rear facade will be removed and a new elevator will be installed along the western fagade. Site work includes abandonment of the curb cut along Fillmore Avenue, installation of a playground, restriping of the parking lot, new fencing around the parking lot, a dumpster enclosure, and new landscaping in the parking lot. The total site landscaping equals 18.7% As a Result of this Environmental Review: The Lead Agency has determined the undertaking of this action will not have a significant adverse effect on the quality of the environment. The existing parking lot will be removed and greenspace will be increased. Additionally, the amount of greenspace will also be increased and enhanced. The size of the proposed construction is consistent with surrounding development, does not introduce a new land use, create a need for new transportation water, or wastewater infrastructure, eliminate any habitat types, and will increase the amount of pervious surfaces on site, thereby reduce the impact of stormwater runoff; no significant adverse impact is anticipated. EPA's CERCLA Lien is not the type of lien that is cleared by the City of Buffalo's in rem property tax foreclosure sale process. EPA is willing to waive the EPA's right of redemption of the CERCLA Lien if the City of Buffalo will ,pay to EPA 90% of the $20,000 in rem property sale proceeds. At the time of the EPA's removal activity, the 25 Rano facility had already been basically abandoned and was becoming increasingly blighted. There are also building code violations at the 25 Rano site. The 25 Rano site was sold at the City of Buffalo's October 2014 in rem auction to Cash Cunningham for $20,000. The City Law Department is recommending that Your Honorable Body authorize payment to EPA of 90% of the $20,000 sale proceeds at (or just after) the time of the City's imminent deeding of the 25 Rano Street property. The ZBA has made the following determinations with respect to the Applicants' request for an Area Variance for building height associated with the Project: a. That given the urban nature of the Project Site and the height of adjacent structures (e.g., Women and Children's Hospital of Buffalo [proposed/as approved]: +/ -251 feet; Buffalo General Hospital: +/ -200 feet; Global Vascular Institute: +/ -184 feet; Conventus Medical Office Building: +/ -127 feet), the requested Area Variance, while nominally significant, will not have a significant adverse impact upon adjacent properties or the character of the neighborhood; b. Unable to find the information, I went to their online customer help chat feature. The representative was unable to locate the information after a thorough check. Whereas, Alternative services like Verizon HOS are not available to everyone in Western New York. He was married for 60 years to Matilda Cuomo, with whom he fathered five children; Andrew, Maria, Margaret, Madeline, and Christopher; and WHEREAS: Mario grew up in Queens, attending New York City public schools and eventually going on to study at St. John's University in New York, at which he earned a law degree and tied for first place in his class; and WHEREAS: Mr. Cuomo went on to a storied and accomplishedpolitical career, winning his first elected office in 1978 as Lieutenant Governor of the State of New York alongside Governor Carey, afterpreviously working in the office of the Mayor of New York City and serving as the New York Secretary of State. Cuomo was elected Governor of the State of New York in 1982 and served three consecutive terms until 1994; and WHEREAS: As Governor of New York Mario Cuomo proved to be of superior intelligence in fiscal matters, enacting several fiscal policy reforms for the state, balancing the budget in his first year in office, and blocking a harmful income tax reform by President Reagan. Governor Cuomo improved the lives of New Yorkers by enacting initiatives to improve healthcare and education in the state, including the first ever NYS Family Support Conference in 1988. Governor Cuomo also had a special affinity for the City of Buffalo, as during his tenure he had a personal hand in many of Buffalo's infrastructure projects including the construction of the city's downtown baseball stadium; and WHEREAS: Following his service in the office of Governor, Mario Cuomo continued to be politically active, :authored several books, and gave numerous keynote addresses and influential speeches; and Now, Therefore, Be It Resolved.
