Dear Mr. Michaux:
Pursuant to Section 30 of the Charter of the City of Buffalo, upon the
written request of the Acting Mayor George K. Arthur of the City of Buffalo,
dated July 1, 1994, presented to you herewith, l hereby call a Special Meeting
of the Common Council to be held in the Council Chambers City Hall, Buffalo,
New York, on July 1,1994 at 1:00 pm. for the following purpose:
1. To receive, and take appropriate action on Home Rule Message 5.877A & A.1
2130A "An Act in relation to providing a retirement incentive for the City of
Buffalo"
2. To receive and take appropriate action on an Option Agreement with
Painters District Council #4 and Painters District Council # 4 Apprentice Fund
concerning the acquisition of a site for a new fire hall on Elmwood Avenue.

Dear Mr. Michaux:
Pursuant to Section 30 of the Charter of the City of Buffalo, upon the
written request of the Acting Mayor George K. Arthur of the City of Buffalo,
dated July 1, 1994, presented to you herewith, I hereby request the President
Pro Tempore to call a Special Meeting of the Common Council, and hereby waives
24 hour notice, this meeting is to beheld in the Council Chambers, City Hall,
Buffalo, New York, on July 1,1994 at 1:00 p.m. for the following purpose:
1. To receive, and take appropriate action on Home Rule Message 5.877A &
A.12130A "An Act in relation to providing a retirement incentive for the City

Home Rule Message - S. 8777A - A. 12130A
Whereas: There has been introduced in the New York State Legislature
Senate Bill S. 8777A, and Assembly Bill A. 12130A; and
Now, Therefore, Be It Resolved:
That the Common Council of the City of Buffalo hereby requests the
enactment into law of Senate Bill S. 8777A and Assembly Bill A. 12130A; and
Be It Further Resolved:
That the City Clerk is hereby authorized and directed to certify passage
of this resolution and to send copies thereof to the Home Rule Counsel of the
Senate and the Assembly and to the members of the Western New York Delegation
of the State Legislature.

Option Agreement - Painters District Council
Virginia St. & Elmwood Ave.
Resolved that the Option Agreement dated June 24, 1994 between
the City of Buffalo and the Painters District Council #4 and Painters District
Council #4 -Apprentice Fund is hereby ratified and approved with any changes
thereto that the Corporation Counsel may deem appropriate; and
Resolved that the Mayor be, and he hereby is authorized to execute this
agreement.

I request the Common Council accept the New York State Department
of Education - Local Government Records Management Improvement Fund in the
amount of $233,771 for an inventory and planning project.
Mr. Pitts moved the above communication from the City Clerk be Received
and Filed and the City of Buffalo accept the LGRMIF Grant in the amount of
$233,771.
Seconded by Mrs. LoTempio.

Consider State Legislature Bills on Early Retirement
RESOLVED, that this Common Council, consider the New York State
Retirement Bills regarding early retirement, to comply with the requirements of
municipalities opting to accept the Early Retirement Incentive for 1994.

Establish a Commission to Oversee the City Workforce
WHEREAS, to comply with the Early Retirement Incentive Guidelines,
a commission to oversee the city workforce must be in place, and
WHEREAS, this Common Council feels that the appropriate group to effect
this oversight would be the existing Joint Mayor/Council Budget Committee, NOW
THEREFORE BE IT
RESOLVED, that the Council President reactivate this Committee, using
recommendations from the Mayor and Councilmembers and charge this Committee
with the oversight of the City Workforce, and be it further
RESOLVED, that the Joint Budget Committee, immediately consider the
effects on the City of Buffalo, of the Early Retirement Incentive for 1994.
