Dear Mr. Michaux:
Pursuant to Section 30 of the Charter of the City of Buffalo, upon the
written request of five Council Members of the City of Buffalo, dated September
16, 1992, presented to you herewith, l hereby call a Special Meeting of the
Common Council, to be held in the Council Chambers, City Hall, Buffalo, New
York, on September 18, 1992 at 10:00 a.m. for the following purpose:
To discharge the Committee on Finance from further consideration of Item No.
207, C.C.P., 7/21/92 - Water System Transfer Agreements and resolve into the
Committee of the Whole for deliberations and appropriate actions on the Water
Transfer Agreements.

Dear Sir:
WE, the undersigned, members of the Common Council, hereby request that
you call a Special Meeting of the Common Council, pursuant to Section 30 of the
Charter of the City of Buffalo, for the following purpose:
To discharge the Committee on Finance from further consideration of Item No.
207, C.C.P., 7/21/92 - Water System Transfer Agreements and resolve into the
Committee of the Whole for deliberations and appropriate actions on the Water
Transfer Agreements.
WE request that this Special Meeting be held on September 18, 1992 at
10:00 a.m.

Pursuant to Rule 2 of the Rules of Order of the Common Council of the
City of Buffalo, each of the following named members of the Common Council, to
wit:

CLIFFORD BELL, BRIAN HIGGINS, DAVID A. COLLINS, ROSEMARIE LoTEMPIO, ALFRED T.
COPPOLA, JAMES W. PITTS, EUGENE M. FAHEY, DALE ZUCHLEWSKI
hereby states that he received twenty-four (24) hours' notice of the time and
purpose of the Special Meeting of the Common Council duly called to be held on
September 18, 1992 at 10:00 a.m.

to me known to be the same persons described in and who executed the foregoing
instrument, and they duly and severally acknowledged to me that they executed
the same..

TO EACH MEMBER OF THE COMMON COUNCIL:
YOU ARE HEREBY NOTIFIED that, pursuant to Section 30 of the Charter of
the City of Buffalo, upon the written request of five Council Members, dated
September 16, 1992 the HON. GEORGE K. ARTHUR, President of the Common Council,
has called a Special Meeting of the Common Council, to be held in the Council
Chambers, City Hall, Buffalo, New York, on September 18, 1992 at 10:00 a.m. for
the following purpose:
To discharge the Committee on Finance from further consideration of Item No.
207, C.C.P., 7/21/92 - Water System Transfer Agreements and resolve into the
Committee of the Whole for deliberations and appropriate actions on the Water
Transfer Agreements.

Water System Transfer, Financing and Operation Agreements

Mr. Fahey moved that the Water System Transfer, Financing and
Operation Agreements as contained in Item No. 207, C.C.P. July 21, 1992 be
discharged from further consideration of the Finance Committee.
Seconded by Mrs. LoTempio.
CARRIED.
The item is now before the Common Council for its consideration.

Mr. Fahey now moved to refer the above item to the Committee of
the Whole.
Seconded by Mr. Perla.
ADOPTED.
No. 4.
Mr. Fahey now moved that the Common Council now resolve into the
Committee of the Whole for deliberations on the Agreements for the transfer of
the Water System to the Buffalo Water Board.
Seconded by Mr. Zuchlewski.
CARRIED.

Mr. Bell now took his seat in the Council Chamber at 10:20 A.M.
No 6.
Mr. Bakos now left his seat in the Council Chamber at 10:30 A.M.
No 7.
Mr. Coppola now took his seat in the Council Chamber at 10:40
A.M.

Mr. Amos now took his seat in the Council Chamber at 10:50 A.M.

Mr. Fahey moved that the Committee of the Whole now resolve back
into the Common Council.
Seconded by Mrs. LoTempio.

At. 11:20 A.M. Mr. Fahey moved to adjourn. Seconded by Mr. Coppola.
