Dear Mr. Michaux:
Pursuant to Section 30 of the Charter of the City of Buffalo, upon the
written request of five Council Members of the City of Buffalo, dated June 25,
1992, presented to you herewith, I hereby call a Special Meeting of the Common
Council, to be held in the Council Chambers, City Hall, Buffalo, New York, on
June 30, 1992 at 1:45 PM. for the following purpose:
1. To remove from the table and take appropriate action on 1992-93 Salary
Ordinances (Item No. 168, C.C.P. June 23, 1992)
2. To receive and take appropriate action on interfund Cash Loan for Records
Management
3. Take appropriate action on Certiorari Proceedings 1988-89 through 1990-91
for 107 Delaware Avenue ("Statler Towers") Item No. 19, C.C.P., June 23, 1992

WE, the undersigned, members of the Common Council, hereby request that
you call a Special Meeting of the Common Council, pursuant to Section 30 of the

1. To remove from the table and take appropriate action on 1992-93 Salary
Ordinances (Item No. 168, C.C.P.., June 23, 1992)
2. To receive and take appropriate action on Interfund Cash Loan for Records
Management
3. Take appropriate action on Certiorari proceedings 1988-89 through 1990-91
for 107 Delaware Avenue ("Statler Towers") Item No. 19, C.C.P., June 23, 1992

Mr. Fahey moved that the Salary Ordinance as contained in Item
No. 168, C.C.P. June 23, 1992 be taken from the table.
Seconded by Mr. Zuchlewski.

Mr. Fahey moved to refer to the Committee on Civil Service the
following amendments to the 1992-1993 Salary Ordinances as contained in Item
#168, C.C.P. June 23, 1992, seconded by Mr. Perla.
That part of Section I of Chapter I of the Ordinances of the City of Buffalo
which relates to 20-Department of Police - 2-Bureau of Special Services under
the subheading of 003-Investigations Division which reads:

That part of Section I of Chapter I of the Ordinances of the City of Buffalo
which relates to 20-Department of Police - 3-Bureau of Field Services under the

Mr. Fahey moved to approve the following amendments to the 1992-1993
Salary Ordinances as contained in Item #168, C.C.P. June 23, 1992.
That part of Section I of Chapter I of the Ordinance of the City of
Buffalo which relates to 05-Civil Service Commission under the subheading of
001-Administrative and Advisory which reads:

Mr. Fahey moved to approve the 1992-1993 Salary Ordinances, as amended,
provided, however, that the 1991-92 Salary Ordinances providing for the
following positions shall not be repealed and shall be continued in effect
until repealed or amended by 1992-93 Salary Ordinances:
136 Detective
534 Police Officer
1 Chief Plumbing Inspector
6 Communication Specialist
3 Exterminator
Seconded by Mr. Higgins.
Mr. Zuchlewski moved as an amendment to repeal the 1991-1992 Salary Ordinance
in its entirety.

INTERFUND CASH LOAN
620 - TRUST & AGENCY FUNDS - STATE 01-1 240 - LOCAL GOVERNMENT RECORDS MGMT.
Certain federal and state aided programs require a cash advance
until the program is operating and reimbursement is received.
I have reviewed the program listed below and determined the cash needs to be
warranted. I have approved an interfund cash loan to be made in the maximum
amount of $34,262.00 as needed subject to your approval. Loan is payable at
date of reimbursement.

GRANT TITLE: Local Government Record Management
AMOUNT: $34,262.00
Estimated Date of Repayment: September 1, 1992
Mr. Fahey moved that the Comptroller be and hereby is authorized to make an
Loan in the amount of $34,262.00 from the General Fund (100) to Account No.
620-011-240-00-000 Trust and Agency Funds- State in anticipation of a Local
Government Records Management Grant with repayment of such interfund loan on or
before September 1, 1992.

That the above item be, and the same hereby is, returned to the
Common Council without recommendation.
Mr. Fahey moved:
That the Corporation Counsel be, and he hereby is, authorized and
directed to settle certiorari proceedings for the fiscal years 1988-89 through
1990-91 on 107 Delaware Avenue and 85 West Mohawk Street, as regards only to
the Intervenor Petitioner Manufacturers and Traders Trust Company, by reducing
the assessment on 107 Delaware Avenue for fiscal year 1991-92 from $11,996,900
to $3,000,000.
