Call for Special Session
Pursuant to Section 30 of the Charter of the City of
Buffalo, upon the written request of five Council Members,
dated March 6, 1997, presented to you herewith, I hereby
call a Special Meeting of the Common Council and hereby
waive 24 hours' notice. This meeting is to be held in the
Council Chambers, City Hall, Buffalo, New York, on
Tuesday, March 11, 1997, at 1:45 p.m. for the following
purpose:
To Consider and Take Appropriate Action on:
1) Item No. 45, CCP, Feb. 4, 1997 City Centre Ramp
Lease.
2) Item No. 46, CCP, Feb. 4, 1997 City Centre Ramp
Ramp Easement
3) Item No. 46, CCP, Feb. 18, 1997 City Centre Ramp
& Easement Agreement (CC)

Dear Sir:
We, the Undersigned, members of the Common Council,
hereby request that you call a Special Meeting of the
Common Council, pursuant to Section 30 of the Charter of
the City of Buffalo, for the following purpose:
To consider and take appropriate action on:
1) Item No. 45, CCP, Feb. 4, 1997 City Centre Ramp
Lease.
2) Item No. 46, CCP, Feb. 4, 1997 City Centre Ramp
Easement.
3) Item No. 46, CCP, Feb. 18, 1997 City Centre Ramp
& Easement Agreement (CCP
We request that this Special Meeting be held on March
11, 1997 at 1:45 p.m.

To Each Member of the Common Council:
You are hereby notified that, pursuant to Section 30 of
the Charter of the City of Buffalo, upon the written request of
five Council Members, dated March 5, 1997 the Common
Council President, James W Pitts, has called a Special
Meeting of the Common Council to be held in the Council
Chambers, City Hall, Buffalo, New York, on Tuesday, March
11, 1997 at 1:45 P.M. for the following purpose:
To consider and take appropriate action on:

Pursuant to Rule 2 of the Rules of Order of the Common
Council of the City of Buffalo, each of the following named
members of the Common Council to wit:

Discharge Committee on Community Development
City Centre Ramp Lease
(Com 45, Feb. 4, 1997)
Whereas: The above item is currently in the Committee on
Community Development; and
Whereas: It is no longer necessary for this item to be
considered by that committee;
Now, Therefore, Be It Resolved:
That this Common Council does hereby discharge the
Committee on Community Development from further
consideration of Item 45, CCP, Feb. 4, 1997, and said item
is now before the Council.
Carried.
Mr. Zuchlewski Moved:
That the Buffalo Urban Renewal Agency be authorized to
enter into a lease agreement with City Centre Development
Company of Buffalo, L.P. conveying title to BURA for a
parcel of land located immediately to the west of and
adjacent to premises known as City Centre Condominium at
610 Main Street for a parking ramp on the condition that 1)
BURA will establish and adequately fund a a reserve for
capital improvements to the ramp; 2) the Buffalo Enterprise
Development Corporation will not utilize the 108
authorization for the City Centre project, but will transfer the
108 funds to other projects pending Council approval of the
transfers; and 3) BURA will pay a full PILOT agreement to
the City of Buffalo once it takes title to the parking ramp at
the full assessed value.
PASSED.

Whereas: The above item is currently in the Committee on
Community Development; and
Whereas: It is no longer necessary for this item to be
considered by that committee;
Now, Therefore, Be It Resolved:
That this Common Council does hereby discharge the
Committee on Community Development from further
consideration of Item 46, CCP February 4, 1997, and said
item is now before the Council.

Mr. Zuchlewski moved:
That the Buffalo Urban Renewal Agency ("BURA") be
authorized to enter into a easement and maintenance
agreement with City Centre Development Company of
Buffalo, L.P., et al., for a parking ramp on the condition that
1) BURA will establish and adequately fund a reserve for
capital improvements to the ramp; 2) the Buffalo Enterprise
Development Corporation will not utilize the 108
authorization for the City Centre project, but will transfer the

filed. Seconded by Mr. Brown.
