FRANCZYK, President of the Common Council, has called a Special Meeting of the Common Council, to be held in the Council Chambers, City Hall, Buffalo, New York, on December 20, 2007 at 11:00a.m. for the following purpose: To receive and take appropriate action on all items relating to: 1 .) "Free Meter Parking on Christmas Eve" Pursuant to Rule 2 of the Rules of Order of the Common Council of the City of Buffalo, each of the following named members of the Common Council, to wit: DOMINIC BONIFACIO BRIAN C. DAVIS RICHARD FONTANA JOSEPH GOLOMBEK MICHAEL KEARNS MICHAEL LOCURTO BONNIE RUSSEL DEMONE SMITH Hereby states that he /she received twenty -four (24) hours' notice of the time and purpose of the Special Meeting of the Common Council duly called to be held on December 20, 2007 at 11:00am 2. CITY OF BUFFALO BYRON W. BROWN MAYO R December 19, 2007 Dear Council President Franczyk Pursuant to § 3 -9 of the City Charter, I hereby request that you convene a special meeting of the Common Council to be held on or before December 21, 2007 for the purposes of taking action on the attached item. Brown Mayor Suspend Parking Meter Enforcement on Christmas Eve In accordance with the City's traffic ordinances as contained in chapter 479, Section 33(16), 1 hereby request Your Honorable Body authorize the suspension of all parking meter enforcement on December 24, 2007 in the City of Buffalo. I believe that this measure offers an excellent opportunity to support and promote our commercial districts, while providing a significant benefit to the residents of the City of Buffalo. RECEIVED AND FILED No. 3 By: Mr. Franczyk Free Meter Parking on Christmas Eve WHEREAS, The Mayor of the City of Buffalo has called a Special Meeting of the Common Council and has: requested that parking meter fees be waived on Christmas Eve, Monday, December 24, 2007, WHEREAS, Chapter 479, §33 (16) of the City Charter and Code provides for the use of parking meters between the hours of 8:00 A.M. and 6:00 P.M., except on Sundays and the legal holidays of New Year's Day, Memorial Day, the Fourth of July, Labor Day, Thanksgiving Day and Christmas Day, unless the Common Council shall by resolution provides otherwise, WHEREAS, The Common Council supports the Mayor's effort to encourage people to patronize Buffalo's shops and restaurants by waiving parking meter fees on Monday, December 24, 2007, thereby allowing motorists to park in meter controlled parking spaces on said date free of charge, NOW, THEREFORE, BE IT RESOLVED: That the Common Council hereby authorizes the waiver of parking meter fees on Monday, December 24, 2007 for all parking spaces controlled by parking meters within the territorial boundaries of the City of Buffalo.
